Do You Need Listed Building Consent for Damp Works?
A Surveyor’s Perspective from Working with Old Buildings**

Damp is one of the most common and most misunderstood issues I encounter when surveying older and listed buildings. It’s also one of the areas where well-intentioned owners can inadvertently cause serious harm, both to the building itself and, in the case of listed properties, to their legal position.
One of the questions I’m asked most often is:
“Do I need Listed Building Consent to deal with damp?”
The short answer is often yes. But the more important question is whether the proposed work is actually appropriate for the building in the first place.
Why damp in listed buildings is rarely simple
Most listed buildings were never designed to be sealed or waterproofed in the modern sense. They were built using solid walls, lime mortars, soft brick or stone and breathable internal finishes. These materials allow moisture to pass through the fabric and evaporate naturally.
Problems usually arise when that balance is disrupted. Over the years, I regularly see:
- Cement pointing replacing lime
- External ground levels raised against walls
- Parapet gutters and rainwater goods quietly failing
- Internal walls replastered with gypsum
- Ventilation reduced during modern upgrades
By the time damp becomes visible internally, the cause is often several steps removed from the symptom. This is where inappropriate damp “solutions” can start to create far bigger problems.
What Listed Building Consent is really protecting
Listed Building Consent exists to protect the special architectural and historic interest of a building. That doesn’t just mean how it looks, but how it is constructed and how it performs.
In practice, any work that alters historic fabric, materials or building behaviour may require consent. In the context of damp, this often includes:
- Chemical damp-proof course injections
- Cementitious tanking systems
- Waterproof renders or membranes
- Cutting into masonry to introduce physical barriers
- Removal of historic plaster to install modern systems
Even when these works are proposed with good intentions, they can fundamentally alter how an older building manages moisture and that is where consent is triggered.
Why damp-proofing and listed buildings often clash
Many modern damp treatments are designed for cavity walls and impermeable materials. When applied to solid masonry, they can trap moisture, force it to migrate elsewhere and accelerate decay of brick, stone or timber.
From a conservation perspective, these systems risk loss of historic fabric, not just technical failure. This is why proposals for damp-proofing in listed buildings are frequently challenged unless they are exceptionally well justified.
When damp works may not need consent
Not all damp-related work requires Listed Building Consent. In many cases, the most effective solutions are simple maintenance measures that restore the building’s original performance, such as:
- Repairing defective gutters and downpipes
- Addressing roof or flashing defects
- Lowering raised external ground levels
- Reinstating lime plaster on a like-for-like basis
- Improving ventilation in a reversible way
These measures don’t introduce new systems or alter the building’s character — they allow it to function as intended.
Ironically, these quieter interventions are often far more effective than invasive damp treatments.
The mistake I see too often
A familiar pattern emerges:
- Damp is noticed internally
- A contractor diagnoses “rising damp”
- A damp-proofing system is proposed
- Listed Building Consent is overlooked
- The building deteriorates further — and enforcement risk follows
By this stage, owners are often dealing with unnecessary expense, damage to historic fabric and the possibility of being required to reverse unauthorised works.
Almost always, this could have been avoided by slowing down and properly understanding the building first.
A better way to approach damp in listed buildings
In my experience, the best outcomes follow a more measured approach:
First, understand how the building was constructed and how it is intended to manage moisture. Damp rarely has a single cause in older buildings.
Second, distinguish between historic wear and genuine defects. Not all moisture requires intervention.
Third, prioritise reversible, low-impact measures that respect traditional materials.
Fourth, engage early with the local conservation officer. A brief discussion at the outset can save months of frustration later.
Finally, accept that sometimes the correct decision is not to intervene at all.
Consent isn’t the enemy
Listed Building Consent is often seen as an obstacle, but it can be a safeguard. It forces everyone involved to justify decisions and consider long-term consequences.
When damp is approached thoughtfully, with an understanding of traditional construction, consent is often far less contentious than people expect.
Final thoughts
Damp in listed buildings is rarely solved by products. It is solved by understanding of the building, its materials and its history.
Choosing the right advice at the outset protects not just the building, but the people responsible for it.
